ASB Country Office in Ukraine is looking for an experienced Head of Project, who will coordinate project activities of ASB and its implementing partners in Ukraine.
Start: August 2022
Duration: until 13 June 2023, with the possibility of extension
Location: Lviv or Kyiv, Ukraine

Key responsibilities
- plan project activities of ASB Country Office Ukraine and adjust programme if necessary;
- coordinate overall implementation of project activities;
- check the project progress/results against project goals and targets;
- take a lead in financial planning and monitoring of project activities;
- coordinate with ASB’s implementing partners regarding project design, implementation, monitoring and reporting;
- represent ASB in communication with local authorities, Donors and other stakeholders;
- coordinate with the UN clusters, including attending cluster meetings and reporting to relevant Clusters and/or Working Group(s);
- ensure that project activities are in line with recommendations of relevant Clusters and/or Working Group(s), humanitarian standards and Donor’s regulations;
- prepare narrative reports to the Donor;
- organize recruitment of the project staff;
- coordinate visibility activities of ASB Country Office Ukraine;
- perform other duties as requested by ASB Country Director.
Key Requirements
- Minimum five years of experience in project management, preferably in an international humanitarian NGO
Knowledge and skills
- Excellent verbal and written communication and presentation skills (Ukrainian and English)
- Advanced knowledge of Microsoft Office
- Excellent interpersonal skills
- Strong analytical, problem solving and organisational skills
- Ability to work independently and handle multiple tasks
- Understanding of humanitarian principles (Core Humanitarian Standards, Sphere Minimum Standards, etc.)

Security Advisor will be based in Lviv. S/he reports to and is supervised by the ASB Country Director.

Key responsibilities include:
- develop security-related documents (e.g., security concept, evacuation plan, contingency plan) for ASB and its implementing partners
- ensure that security documents are up to date and in line with ASB’s Safety and Security Policy
- provide security trainings to ASB staff, partners and volunteers
- brief new staff and visitors on security procedures
- coordinate with the Civil Military Coordination (CIMIC), INSO and other relevant stakeholders
- choose the safest routes for the movement of project staff and logistics in the target area
- prepare security reports and regularly update senior management about changes in the security situation
- assess security situation and provide relevant recommendations to senior management to inform decisions related to the project implementation
- represent ASB at security-related meetings
- assist with project-related logistics
- perform other duties as requested
Key Requirements
- University Degree in relevant field (e.g., Security Management, International Relations) or equivalent studies in military/police academy
- Minimum three years of experience in security management in a national/international humanitarian NGO or military/police experience
- Understanding of current security situation in Ukraine
- Knowledge of and willingness to adhere to ASB policies and general humanitarian principles (Core Humanitarian Standards, Sphere Minimum Standards, etc.)
- Excellent written and spoken English
- Excellent knowledge of Microsoft Office (Excel, Word, PowerPoint)

Key responsibilities include:
- participate in needs assessment, beneficiary selection and verification
- co-lead data collection (focus group discussions, key informant interviews, surveys, etc.)
- provide SADD for 5W reports on the implemented project activities
- provide accurate MEAL data for project proposals, reports to donors, etc.
- participate in preparation of M&E and PDM reports
- implement MEAL plans, logical frameworks, and evaluations
- implement mobile data collection systems (transfer surveys to KoBo)
- organize and conduct monitoring and evaluation activities in the field
- support the MEAL and Area Coordinator in managing and supervising the team of data collectors in the field
- provide on-the-job trainings for ASB staff and workshops for partners
- perform other duties as requested

Experience
- Minimum two years of relevant experience, preferably in an international humanitarian NGO
- Demonstrated experience in qualitative, quantitative and participatory M&E methods
- Proven experience in managing the databases
- Experience in cash programming is desirable
Knowledge
- Understanding of humanitarian principles (Core Humanitarian Standards, Sphere Minimum Standards, etc.)
- Excellent written and spoken English
- Fluency in Ukrainian and Russian
- Advanced knowledge of Microsoft Office, especially Excel functions (including formulas and creating graphs from data sets)
- Knowledge on data management software and practical experience of designing surveys using this software (KoBo, etc.)
